Abstract	This article examines the education reform law of 1994 and the nature of the transition in Bolivian society implicit and explicit in this reform. It identifies the different currents of change throughout the 1980s and early 1990s, culminating in constitutional reform which finally paved the way for a break with the country's 40 years of political and economic centralization and strong control by union organizations. The constitution included two historical changes: the recognition of Bolivia as a country characterized by ethnic and cultural diversity and the establishment of mechanisms for a participatory democracy through the decentralization of state power. The package of reforms which followed soon after included the education reform, which was conceived of as an important and integral part of the wider change process, designed to alter radically the political and economic profile of the country and allow it to play its part in the new global economic order. The education reform is based on the axiom that education should be intercultural, bilingual and participatory. This article investigates how in the educational transition this is articulated in the new education system and examines what it means from the perspective of the Lowland Amazon region or, Oriente', a region which has traditionally been politically, socially and culturally marginalized.
