Abstract	One way of understanding the changes in the education system may be through its centralized, authoritarian prescriptions. A return to the essential principles of the Qur'an apparently entailed segregated education, censored and revised textbooks, the monitoring of student eligibility for higher education and purging of any non-Muslims. However, another way of understanding the changes in the education system is to see policies as an expression of wider struggles in a country managed by an oligarchy, struggling to resolve various countervailing forces while maintaining the rhetoric which played a role in its coming to power. With this latter reading, contradictory forces are evident, producing tensions which required the pragmatic responses.... Thus the Iranian transition and its processes suggest that the Qur'an as a set of statements cannot simply be applied to the task of government. The statements have to be interpreted in specific conditions and cannot merely follow the model of the just leadership. The Mullahs, who might be seen to exemplify what has been understood as, Fundamentalist Islam', were unable to make their project of islamization succeed. (DIPF/orig.).
