Abstract | The author looks towards the prospects for the 21st century, but through rather different eyes. Once described as the 'éminence grise' of Tory education policy, the author was the architect of the Assisted Places Scheme and later payed an important role in advancing argument for the privatization of education, for the introduction of a free market and for education credit vouchers. He is undaunted by recent political events and sees the election of the new Labour government as no necessary obstacle to the eventual privatization of education. Indeed, he concludes this contribution ... by suggesting that the prospects for what he calls his 'utopia' might be better served by Labour's 1997 victory than if the Conservatives had won.
