Abstract	The purpose of this study is to describe the various innovations applied in the largest human resource development (HRD) programme ever conducted in the Finnish industry. The aim of the programme was to educate workers and front-line managers to operate one of the world' s most up-to-date fine paper mills. The paper begins by the conceptual definition of human resource development. The description of the target programme follows the conceptualization. The innovations of the development programme are described via the following categories: context, input, process, and product innovations. Finally, conclusions are drawn and suggestions for both research and the practice of vocational education and training are formulated. (DIPF/orig.).
