Abstract | Firstly, the author comments briefly about the historical situation of universities in Germany and the United States ... . Then he focuses on three problem areas, which in his view have been central to the history of higher education in the past and will continue to be persistent features of higher education in the future. The first problem area is the question of higher education's purposes and goals. The second broad issue is the social structure of university systems and their evolving societal functions. The third problem area, closely tied with the above mentioned ones, is the issue of social and cultural diversity, which is otherwise known as access, an issue central to any debate on higher education.
