Abstract	This project on regional co-operation in reforming general secondary education in Central and Eastern Europe (CEE) ... addresses specific and long-term problems identified by the CEE countries.... It was funded by a grant from the European Commission PHARE.... The report contains a brief overview of each of the 11 participating countries. Each country chapter contains information on the organization of secondary education, as well as an overview of issues and barriers to the reform process. The report contains eight project proposals for further work, which includes the development of national systems to monitor educational standards, the upgrading of the quality of education for disadvantaged areas and populations, the creation of school-to-school partnerships, and the training of administrators.
