Abstract	In order to make European programme evaluation more meaningful it becomes clear that one of the most important tasks is to underpin the relationship between aspects of labour market policy and questions relating to the content and quality of vocational training measures. The debate on quality in vocational training has a real European dimension. Leaving aside the different starting conditions in the Menber States, there is the same need to modernise the training industry. The growing trend towards the introduction of quality standards will allow more comparisons of training provision, thereby creating an important precondition for a more detailed examination of the relationship between training and employment and making it possible to draw conclusions on the ways in which training activities should be organised to improve participants' employment prospects.
