Abstract | Intercultural education is a concept formulated and adopted by the Council of Europe as a tool not only to improve the situation of migrants within a country's borders but also to develop a European consciousness, respect for human rights, and world peace. Placing emphasis on the deeper implications of the words "inter" and "culture", intercultural education is viewed as not just a principle, but a methodology and strategy for action. The most important factor in introducing this concept into a country's schools is the teacher. If intercultural education is to become more than a fashionable term masking a host of political reactions to racism, ethnicity, and cultural difference, teachers have to be trained in new skills, at all levels from preschool to university and adult education. The Council of Europe has issued a set of guidelines on the goals of such training as well as five lines of actions to be taken towards preparing teachers. For intercultural education to win widespread acceptance, three basic premises must be met: it must become part of a state's official policy, materials disigned for teacher's use must be made available, and teachers must be receptive to their new task.
