Abstract	The author describes the historical background of Latvian science from its origins in the end of 19th century until present time with its radical changes in all spheres of life. The Latvian Council of Science was formed in 1990 and the Department of Science and Research was established in 1991 - both bodies in charge for policy-making and supplying reforms in these fields. An international evaluation was performed in 1992 and international scientific agreements were intensified afterwards. There are six main types of research institutions in Latvia connected with the higher education system, the Latvian Academy of Sciences, ministries or public-law institutions. The author characterizes the research personel, the main administrative organisations in responsibility for science and research, the ways of funding. The concept for the national research programme and problems of integrating higher education an research are outlined. At last there is discussed the promotion of research and development activities.
