Abstract	The article examines science development in Estonia from the historical point of view and in context with current transition problems. The first steps on restructuring Estonian science were taken in 1989- 90 and aimed at changing the structure of the scientific institutions and the principles of science funding. The law concerning research and development, and the law on universities, both passed by Estonian Parliament in 1994 gave a solid base for restructuring of decision making, reorganising and reforming research establishments and higher education. At present there are six state universities in Estonia. The Academy of Sciences links a system of nowadays independent state research institutes restructuring of which is still in progess. Beginning in 1996 state budget ressources have been divided in expenditures for maintaining the infrastructure, target-oriented funding and grants. Two evaluations on Estonia's scientific potential took place in 1992 and 1994. They confirmed its high standard in international comparison and indicated the required changes for creating an efficient research system. (DIPF/St.).
