Abstract	"Policies for improving the quality of educational systems and monitoring them through evaluation and measurement were seen [by OECD] as complementary. The logic was self-evident: the efficiency of the relevant policies could only be judged on the basis of systematic and scientific measurement and evaluation of their results. Moreover, it was considered that in order to maximise their impact on educational policy and practice, measurement and evaluation should become constituent elements of planning, reform strategies and practice in the schools....
