Abstract | "Open and Distance Learning (ODL) is now a significant component of higher education in a majority of European countries. There is substantive evidence to suggest that the role of distance teaching at university level is likely to develop significantly over the next decade or so, to provide for an expansion of existing programmes and as a response to emerging education and training needs. The cost effectiveness of distance teaching, however, will be a critical factor in any further expansion. ... The objective of this paper is to provide a short review of the available evidence on the cost effectiveness of distance teaching at tertiary level." Before a brief outline of the "origins of distance teaching at university level and the characteristics of distance teaching in general" are given. "In addition, as the institutional approach adopted to tertiary distance teaching can have significant effect on cost effectiveness, some typical institutional models of distance teaching at university level (are)briefly examined.
