Abstract	In part A, major changes on the labour market, such as changing market conditions and new work patterns, are discussed.... In part B, one of the main responses to the need to shorten the 'distance' between enterprises, the users of vocational skills, and the training system, the suppliers, is reviewed namely, the introduction of regional level councils for vocational education and training. These regional training councils are responsible for the planning of initial vocational training. These regional training councils are responsible for the planning of initial vocational training in many Member States and their scope and remits are compared. In part C, the focus is on the strategies adopted by most of these councils to implement their brief of developing a regional level plan for vocational training.... In part D, the features which contribute to the effectiveness of regional training councils are highlighted and a number of the challenges which they face are discussed. (DIPF/orig.).
