Abstract	Children with disabilites and special educational needs (SEN) in the European Union are identified as a minority. Essential legislation has been passed at national and international level to guarantee their education. The comparison of special educational systems in Europe shows "a contrast in education systems, from highly techological systems to systems developing free and open education for pupils with SEN, which is revealed through the examination of practices of assessment, categorization and schooling". The traditions that have been developed in the field of special education in European countries are in a state of transformation. More countries are finding out that the establishment of special education in special schools helps only a limited number of children with SEN and leads to problems of coordination and provision of services at a later stage. They are about to develop new educational strategies towards better integration and increased participation of children and young people with SEN in ordinary schools for all pupils. (DIPF/St.).
