Abstract | The present collection of papers on education in Germany comprises the following topics: 1. The forces of tradition. This covers the historical inheritance of the present system, its political control, the processes of juridification which have reinforced the 'conservative' nature of educational provision, and the difficulties of introducing and managing reform. 2. Standards and assessment. The assessment procedures in German schools have received a lot of attention outside of Germany (most notably from HMI in 1986), despite their shortcomings and much criticism from German educationists. High measurable standards in education at all levels have also been noticed abroad. ... 3. Vocational education and training. Again, this is subject in German education which has received much attention as a model from which other countries might learn. Germany has had compulsory vocational education since 1918, and despite its current problems the 'Dual System' continues to be viewed with much envy in the UK and elsewhere. ... 4. Education in the new Germany. Against the background of the unification of the two Germanies there are important questions to be addressed about the future development of an essentially conservative system in a country which is playing a leading role in a new Europe but has faced economic problems of a kind to which it is unaccustomed.
