Abstract	"This report explores how current and anticipated changes within the European Union (EU) should influence curriculum content. Recent years have seen significant changes across Europe in the social, economic adn political fields ... . Some of these changes can be treated in learning programmes as current affairs and followed through the popular media. (...) Other changes, such as those directly affecting the fields of education and training, are less easily monitored. This report reviews progress and offers pointers to possible developments." The aim is not to consider curriculum content subject by subject but this report "adopts an approach through entitlement, examining some key issues affecting curriculum content, qualifications, guidance, exchanges and international study, language learning and equal opportunities. The main outcome of this is to define entitlement for the European learner, offering an answer to the question: 'What exactly does a European learner need from the curriculum, and how should this be delivered?' ... Case studies appear at the end of the text to illustrate practical approaches to each of the aspects of entitlement". (DIPF/orig.).
