Abstract	A long standing acitivity of the Centre for Co-operation with the Economies in Transition has been focused on the interrelation between education and the economy in central and eastern Europe. A series of five strategic seminars established by the OECD within the framework of the European Commission's PHARE pilot project on Regional Cooperation in Higher Education, was organised to address regional questions. The first seminar of this series is reported here. "The workshop sessions dealt with the following topics: - legislative reforms and questions of quality assurance and accreditation; - accreditation and evaluation strategies and criteria; - quality assurance, employment and the economy; the international dimension of accrediation and evaluation." The first part of this report comprises six seminar papers shifting from developments in quality assurance to consideration of general model of qualitiy assessment in higher education in different countries worldwide. The second part contains country reports from Czechoslovakia, Hungary, Japan and Slovenia. (DIPF/St.).
