Abstract | One of the first tasks in this publication is to achieve a coherent definition of what "education" and "vocational training" are understood to mean (I) in the light of the educational powers conferred upon European Union (II) and the exercise of these powers in the light of the subsidiarity principle (IV). A brief description is given of one or two features of the actual powers the European Union has gained (III). In what follows, an attempt will be made to argue that not only the mobility principle but also the search for quality in education and vocational training, together with the promotion of the European dimension in education, has now become an instrument for enabling the European Union to exercise its power. What is more, this instrument is likely to make a more extensive and thoroughgoing impact than the sceptics ever suspected. (DIPF/text taken from the original). |
