Abstract | The United States and its system of public education continues to evolve. Since the 1960s, Americans have wrestled with the challenge of educating all students that commenced with a series of federal laws supporting that goal. Decades later, the challenge continues with increasing demands on limited public funds. The article traces a brief history of the search for a solution to educationg students with limited English proficiency, followed by a look at a current representative micro-society, and the possible solutions for teaching English to non- native speakers in the K-12 schools of America.
