| Abstract | "At the junction between an inquiry into the changes in social work and questions about new models for government interventions, the attempt is made to understand interrelations over the past fifteen years between new contractual policies and classical social work occupations. Despite contradictions at the start, arrangements have been made for social workers and institutions to cooperate. This had led to a change in social workers' rationale for action and in the governing of the social sphere. However, controversies from the past do flare up; and social workers still have rather 'distant ideas' about new forms of government interventionism. The performance of social work, as well as relations with political and administrative institutions, strongly depends on factors specific to individuals and localities."
