Abstract | Encouraging the provision of private higher education is sometimes seen as the best way to introduce market mechanisms and therefore, institutional responsiveness and much-needed 'diversity' in higher education provision. The article addresses this issue in the Portuguese context. In Portugal, private higher education developed exponentially in recent years, much encouraged by policy-makers and supporters of market forces who are very critical of the central role of the State in higher education provision. A policy of 'privatisation' was supported to remedy the over-centralised provision that characterises Portuguese higher education and promote new study programmes and degrees that are responsive to market needs. The extent to which these expectations have been met is the central concern of the article. The authors come to the conclusion that institutional strategies and interests have played a more important role than both state regulation and market mechanisms in steering Portuguese higher education.
