AbstractEurope has shared cultural and educational traditions. Its nations also experience similar educational challenges and problems, as much in the year 2000 as in earlier times. Yet the diversity of values and educational practices is perhaps greater than in any other comparable part of the world. These differences are not only between nation states but also between different regions of Europe. The main area of recent change has been the governance of education, where the national governments have followed similar strategies of central regulation to achieve efficiency and the granting of institutional autonomy as the means to achieve improvement. Yet differences persist between centralist states where education is part of the overall modernising project and those countries where regional and local authorities remain strong. The European Union, to which most countries in Western Europe belong, has helped to spread knowledge and experience of other education systems for many actors in education but has had little impact on policy change. The structure of educational institutions is no longer a matter of debate, especially at compulsory level while issues of access to education have focused on the residual minority of socially excluded. So diversity of educational institutions across Europe is as great as in the past. In the content of teaching, there has been a widespread focus on cognitive learning which is perceived to be needed in a global high technology economy but variations in curriculum traditions persist. The lack of major change in curriculum faces not only a Europe with a stronger sense of its identity but also a Europe of greater cultural diversity than in the past. (DIPF/orig.)
