Abstract | This article analyses the complexity of the problems surrounding the notion of 'European standards' in VET (vocational education and training). The main sections are: What do we mean by Europe? VET within the EU: common problems, different solutions; What do we mean by 'standards'? VET reforms in the context of transformation in Central and Eastern Europe: the general picture; Case studies of Poland and of Romania. "It reaches two conclusions: a) there are no pan-European VET standards, and it is not likely, if they were formulated, they would meet with the political will in individual EU member countries to implement them; b) PHARE countries aspiring to join the EU tend to measure theirs systems against such 'European standards'. It appears of particular importance to remind these countries that there are opportunities to position themselves between and amongst a variety of Western VET models in order to provide the best blend with their own cultures, traditions, possibilities and needs."
