Abstract | Costs and funding of study have been amongst the major issues of higher education policy in industrialized societies for several decades. Attention is not only paid to financial issues in a narrow sense, i.e. the sums involved, their allocation, the payers, the beneficiaries, and abundance versus scarcity. The steering effects are also at stake: what balance between opportunity and meritocracy should be achieved? How are the cost and funding mechanisms of study, e.g. fees, stipends, tax regulations or services at reduced costs, embedded in the regulatory system of demand and supply for highly qualified labour? How is the role of the students defined through the conditions of the costs and funding of the study? What impacts do the modes of costs and funding have on the behaviour of the students and their families and on higher education institutions? ... The aim of the comparative study on which this article is based was not only to provide updated in-depth information ... but also to establish the quantitative role public support continues to play in covering the overall costs of study. Moreover we analyse the quantitative function of public support in shaping students' role, i.e. as dependent children investors or citizens. (DIPF/orig.) |
