| Abstract | Continuing training and lifelong learning are high priority issues. The attention for and emphasis on learning and training, shows a strong belief that training has its pay-off on the individual level as well as on the enterprise and societal level. The question is wether this belief is - and to what extent - based on empirical evidence. It appears that the evidence with regard to return on investment in training is rather small, fragmented and not always consistent, as shown in the brief overview in this article. Nevertheless, the belief in the necessity of investing in training and human resources is more strongly rooted than ever. Attempts are made throughout Europe to stimulate and increase the (private) investment in training. Many of those attempts have a financial or fiscal nature; instruments that are met with some scepticism. It seems that those who would have invested anyway benefit from such subsidy schemes. If training has to play the future role it presently is being attributed, it is absolutely necessary that more efforts are put into measuring its returns. Until now, this is a research field which seems to have been fairly neglected. (DIPF/orig.). |
