Abstract	The principal aim of this paper is to put forward a methodology for the public funding of public universities, and thereby to contribute towards the recent discussion of university funding. To provide a foundation for the choices behind the proposed funding methodology, a system of indicators to be included in the funding methodology is developed. An explicit funding formula ... is presented. The different funding sources and the differences among them are discussed in section 2, but the paper focuses almost exclusively on public funding. In section 3 the current situation of public funding of universities is discussed. Section 4 defines the indicators to be used as the criteria that set the public funding. In section 5 a new methodology for university public funding is developed. Section 6 summarizes the main conclusions. (DIPF/orig.)
