Abstract | The author looks at the situation of tertiary education in Austria. ... As elsewhere in Europe, Austrian higher education institutions have suffered from the rapid increase of the student population and dwindling resources. The demands of society have changed. The 21st century may need new concepts and new contents, an increased flexibility based on genuine university autonomy, balanced by quality controls. The present attempts at reforms do not always tackle the essential problem: the continuous reduction of standards brought about by massification. What seems to be needed are qualitatively sound undergraduate programmes for the majority of students and graduate (degree) programmes of a high standard based on research. These questions are discussed with reference to the international situation, special attention being given to the German higher education scene. (DIPF/orig.) |
