Abstract | In the late 1980s, the Finnish public administration, including higher education management, was reformed: "The process of replacing the old administrative structures and decision-making procedures by more deregulated and decentralised ones developed rapidly". Public bureaucracies were transformed into "results-oriented organisations" and "accountability mechanisms and market-based coordination" were developed. The article describes this "policy of self-regulation" which involved a new steeting system and budgetary planning. The new funding model for higher education instititions ecomists of the three components a) basic budget, b) performance component ( "based ad indicators of efficiency and effectiveness in academic activities") and c) the component for development programs.
