AbstractIn 1991 the Hong Kong Government embarked the "School Management Initiative" (SMI) "with the belief that greater self- management can enhance school performance". In the following years 34 secondary schools participated in the SMI scheme. SMI also provided a planning model and the article analyses how effctive the planning activities of the schools are in response to a changing environment. "Since the SMI scheme encourages participation in decision-making (including planning decisions) by all concerned parties including all teaching staff, the principal, the school management council, and (to some degree) parents and students, it provides a very favourable environment for the development of planning based on the consensual model. To what degree can SMI schools develop more flexible, consensual models of planning, when the model formally proposed for SMI leans towards a traditional, rational model? And to what degree will those schools which adopt more flexible approaches to planning be more succesful and effective in their planning and implementation processes?" An empirical study was conducted by administering questionnaires to the teachers at 31 SMI-schools to answer these questions. (DIPF/Bi.)
