Abstract | The European Union member states' educational systems are placed between the construction of a European supranational entity and the preservation of the cultural diversity displayed by European peoples. The nationalistic origins and aims of most state education systems appear to be a serious problem for their adaptation both to the new international context and to some new internal trends at the member state level. These educational systems, which have fought so long against the nonofficial languages and their related cultures in order to enforce the official language and its related culture as the signs of national identity and unity, are now asked to introduce the European dimension in the school experience. All European Union member states have to deal with an upward process of creating a political and economic union, and some of them have also to deal with a downward one of devolving powers to smaller administrative units closer to the citizens' everyday life. These units might be better suited than many member states to run an educational process more instrumental both in the preservation and the revival of the cultural diversity and in the creation of a European citizenship consciousness.
