Abstract | The paper presents a critical analysis of the systems of education in the Middle and East European (MEE) countries that face several mayor challenges. ... The school in the new (social) context is meant to contribute to shaping a new mentality in young people based on democratic ideals. A range of key issues of the current school reform has been identified and some suggestions have been made about elements of a strategy of change. The author discusses the following topics: (1) the nature of change; (2) differences in education under communism and capitalism; (3) mayor changes in education: (a) expanding secondary general education, (b) restructuring vocational and technical postprimary education, (c) stopping early specialization, (d) designing new curricula, (e) curriculum profiles for vocational and technical education, (f) reorientation in teaching skills, (g) saving funds as a prerequisite of the school reform, (h) accountability in education; (4) barriers for educational changes. The author is quite critical of the official strategy in some MEE countries neglecting retraining of teachers to new tasks due to shortage of funds available for education. (DIPF/orig.) |
