Abstract | To save the schools of Chelsea from educational and financial collapse, the State of Massachusetts agreed to an unprecedented "private - public" partnership between Boston University and the Chelsea School Committee. The paper gives an account of the reasons that led to that extraordinary step and describes the ways in which the two parties have attempted to collaborate in order to thoroughly reform schools in Chelsea.
