Abstract	The concept of human capital plays a major role in the economics of education. One of the first applications of this concept was the attempt to analyze the relationship between education and economic growth.... The central idea of human capital theory is that education and training activities involve costs and benefits and can, therefore, be analyzed as private or public economic decisions.
