Abstract	In October 1991 the National Board of Education in Finland and the Central Bureau for Educational Visits and Exchanges in the United Kingdom launched a new two year bilateral programme for Vocational and Technical co-operation between the two countries. 10 Colleges of Further and Higher Education in the United Kingdom were selected and matched with 16 vocational institutions in Finland on the basis of a single criterion - comparability of curriculum in a named subject area. The broad aims and objectives of the project included amongst others: (...) - to promote a better comparative understanding of vocational education and training systems in both countries, as well as in the context of the development of European-wide National Vocational Qualification (NVQ) structure, and Credit Accumulation Transfer Schemes; - to enable co-operation and exchange to be "curriculum-led" so as to hold and enhance quality; - to move away from an ad hoc process of random visits to one in which there was a strong ethos of policy-led course development.
