Abstract	The kind of "education gap" dealt with here refers to the enormous difference in student competence achieved after a given number of years of formal schooling in developing countries in contrast to industrialized countries, which have a long history of both primary and secondary schooling. It is referred to as "the performance gap". The data presented stem from the surveys conducted by the, International Association for the Evaluation of Educational Achievement (IEA)" and the particular experience the author gained in Botswana when he chaired the National Commission on Education in the mid-1970s with the task of planning education up to the 1990s. Surveys of the kind referred to in the article can be of use in monitoring the quality of education provided in a given country. In the case of Botswana they were also useful in evaluating the effects of using English as the medium of instruction after several years of elementary schooling. (DIPF/orig.).
