Abstract | How can developing countries build citizenship that goes beond the images of a society ruled by the neo- liberal fracturing values of profit and competitiveness? In other words, a society bringing together the attitudes of social solidarity and cosmopolitical openness. In this connection the author discusses the notion of modernism, alleging that modernization, the route followed by the original industrial societies, is just one model and concludes that there is no single path to modernity that should be followed by all countries.... He draws attention to the change that has been going on during the last decade in the conception of education, due to a renewed educational ideology grounded in major international events, such as the Jomtien Conference on Education for All.
