Abstract | "The relationship between research funding agencies and the research community, on the one hand, and that between funding agencies and the State, on the other, has changed dramatically in recent years. The papers contained in this volume clearly demonstrate the increasing complexity of research management and funding. Where funding agencies once solely served the scientific community, they now must heed the needs and demands of their bureaucratic and political masters. Governments everywhere are demanding greater accountability and economic return from money spent on research. But how this is to be achieved through such processes as concentration of research funding, priority setting, university/industry linkages, technology transfer, etc., is not at all clear." The articles deal with the role and influences of research councils and other funding agencies in several countries, the effects of resource concentration on research performance, grant giving practice in several countries, allocation of funds according to evaluation results, the complete restructuring of public funding in New Zealand, shifts in research policy in Australia (from excellence to relevance for the nation's economic development) cooperative research centres (cooperation of researchers and users of research) in Australia."
