Abstract | Within the framework of 'rationalist' theory the article compares the 'central educational policy' of the three countries; this concept is defined as "the impact that the central ministry of education, backed by legislation and assisted by central administration, aims to have on curriculum content, on the educational careers of pupils, including their selection, and on the supervision of what is regarded as the 'quality' of education by the same central authority.
