Abstract | Enrollment models are estimated for three Puerto Rico university systems. The opportunity cost and benefit to education are both measured as expected wage rates, a formulation which appears appropriate given the island's historically high unemployment rates. From the consumption function literature support is found for short-term, rather than a future oriented, decision framework to underlie the models. The models also include variables to test a market segmentation hypothesis.... The hypothesis that the universities are not substitutes for one another is accepted. The study also replicates findings that explain student decision to undertake higher education in terms of reward motivated behavior. The higher education demand function can be identified since universities in Puerto Rico generally finance their expansion by long-term loans and bond issues, rather than through tuition hikes.
