Abstract | We use data from the latest Venezuelan Household Survey to access macro priorities among educational investment. An analysis of earnings by educational level reveals persisting, although declining over time, premia to the more educated relative to the less educated. The cost- benefit analysis indicates that primary education is on top of the benefit-cost hierarchy; it yields the highest returns per unit of its low social costs. Higher education exhibitions the lowest returns, mainly due to the high costs of university provision. Secondary education lies in between ... Among the two streams of secondary level, technical / vocational education has less than one percentage point social rate of return advantage over general / academic education - a result taht runs counter to what has been found in other countries.
