Abstract	The book is arranged in three parts. Part one provides the philosophical and historical frame of reference ... . Terms such as goals, aims and objectives are defined. The philosophy of education is reviewed, and the further topics such as organisation theory, the concept of universities as an investment, and manpower planning techniques are examined. The main aims of part two are to determine the extent to which the groups which may be regarded as the main ' stakeholders' in the British university system have formally considered what the goals and purposes of universities should be. Within this part there is also reviewed the American approach to the whole issue of university goals. Part three is concerned with practical matters. It reviews the environment of British universities in the late 1980s, identifies key factors which are likely to influence the British universities choice of goals, and summarises a number of ways in which the goals of universities can be clarified at an organisational level.
