Abstract | Since the 1990s, Vietnam has used and encouraged contributions from various sources of human capital as key factors to create a national competitive advantage for sustainable development. Human capital has become an indispensable component in the state's development processes. While human capital is widely considered an individual good, it is now a social property used by the Vietnamese government to enhance its political image as a democratic and progressive socialist country.
