| Abstract | "National qualifications frameworks have become a globals phenomenon, a label which accounts for the fact that framworks in their different shapes are increasingly subject to policy transfers. Thus more and more frameworks are developed in many countries across the globe. The concept of qualification frameworks, whether national or otherwise in scope, has been greeted with much enthusiasm in literature, not surprisingly, since, at a glance, the supposed benefits of framework seem convincing. Policy makers tend zu perceive national qualifications frameworks as a key driver for reforming qualifications systems. The latter might be characterized by fragmentation and uncoordinated qualification routes, a multitude of foreign qualifications circulating on the labor market, the exclusion of certain societal or ethnic groups, al lack of resources and quality assurance or language policy issues - much of which is true for many small island states."
