AbstractThe author "focusses specifically on South Australia, using it as a microcosm of Australia in general.... he first stresses the significance and indeed the prevalence of multiculturalism in the nineteenth century, but he then goes on to illustrate some of the rather crass kinds of assimilation policy in use in Australia since the beginning of the First World War. Arnold suggests that several aspects of the cultures of minority ethnic groups have been reduced to the level of folklore, e. g. song and dance, culinary arts, etc. Many of these aspects, however, could be used to enrich creativity within the wider Australian culture. They could become the drive towards significant cultural innovation and renewal. The general effect of reducing these traditions to the level of 'folklore', however, is to defuse them and render them 'harmless'. Ethnic minority groups in Australia have already made a significant contribution to the creation of art which is inspired by the group's heritage but moulded within the distinctly Australian environment. Arnold shows how it is possible to introduce legislation on multiculturalism which is aimed at creating Smolicz's ' overarching framework of shared values' in which each cultural group has the space to assert its cultural core values and to enrich Australian society in general. He describes some of the legislation that he introduced while in office as the Minister of Education and then the Premier of South Australia." (DIPF/orig.).
