| Abstract | When the Department of Education released the first-year results for the Academic Competitiveness and National Smart Grant programs, it tried to put a positive spin on its disappointing numbers. There seemed no getting around this fact: The 2006-2007 participation rates for the two new grant programs, which supplement Pell Grants for low-income students, fell far short of the department's expectations. In the programs' first 12 months, the department awarded roughly $430-million in grants, a far cry from the $790-million that lawmakers had appropriated for them based on the department's projections. Some 361,000 students received the awards, significantly fewer than the 505,000 that the department had estimated would qualify. Department officials blame the lower-than-expected numbers on confusion about the programs' requirements and the dearth of low-income high-school graduates who had completed challenging courses of study. Critics of the programs say the low rate of participation proves that Congress placed too many restrictions on the grants. (ERIC). |
