AbstractThis report reviews research and related projects commissioned by the British Columbia (BC) Council on Admissions and Transfer, summarizes and integrates the results, and provides a critical analysis of those results and their implications for public policy respecting admission and transfer of students within the BC system of postsecondary education. It includes a historical account of the development of transfer policy, noting those policy decisions that laid the groundwork for current practice. The contributions of the Council are documented with particular emphasis upon actions to ensure greater public confidence in the transfer process. Further comment is made respecting the Council's efforts to develop more flexible and innovative approaches to current transfer arrangements with reference to the role of articulation committees, and to the debate over block transfer and the status of the associate degree. At the time of writing, detailed data respecting transfer students were available only from the University of British Columbia, Simon Fraser University, and the University of Victoria. Analysis of these data indicated that opportunities for transfer students to enter those universities were not increasing. In general terms, student achievement justifies public confidence in the transfer process. The report ncludes a number of suggestions to ensure successful public policy in the transfer process.
