AbstractThis report presents highlights of a seminar which focused on encouraging paternal financial responsibility. Comments by these speakers are summarized: Pamela Holcomb, a research associate at the Urban Institute; Esther Wattenberg, a professor at the School of Social Work and research fellow at the University of Minnesota; Bernardine Watson, director of the Individual and Family Support Unit, Public/Private Ventures (P/PV), Philadelphia; and Fred Doolittle, assistant director of research, Manpower Demonstration Research Corporation, New York. These topics, discussed at the seminar, are summarized: (1) the variety of organizations involved in paternity establishment practices; (2) local paternity establishment practices; (3) innovative practices and barriers; (4) barriers to effective paternity establishment; (5) public education and outreach; (6) results of a study of young unwed parents; (7) a site employment and training program designed to offer young fathers a variety of services to help them to fulfill their financial and other parenting responsibilities; and (8) a project whose goal was to test new ways to increase the earnings of unwed/non-custodial parents and to have that translate into increased support for children. A background report is also included which defines terms and discusses trends in out-of-wedlock births; paternity establishment; characteristics of unwed fathers; employment and responsibility of unwed fathers; policy goals and dilemmas; and promising strategies. A reference list of 48 items is included. (ABL)
