Abstract | This document sets forth in English and French the draft recommendation regarding compulsory education proposed for adoption by the Parliamentary Assembly of the Council of Europe. It is followed by an explanatory memorandum that presents findings of a hearing on "The Teacher in Question," held in Vaduz, Liechtenstein, May 12-13, 1985, which provided a platform for discussion on new challenges for teachers and their education. The general verdict that teachers who provide compulsory education are being asked to do too much is accompanied by discussion of the unfair criticisms being made about teachers, components of basic education, a professional approach to teaching, structural measures needed to be taken within the education system to enable teachers to fulfil their role, the need for dialogue, and the need for cooperation on national and European levels. Appendixes (constituting 90% of the document) include the summary of the hearing on "The Teacher in Question." These working papers are also included: "What Is in Question? Other appendixes include recommendations from the Fourth All-European Conference of Directors of Educational Research Institutions (Eger, Hungary, October 13-16, 1986) and a report on the debate of the Parliamentary Assembly.
