| Abstract | The manual presents recommended policies and procedures for educational agencies in Region 3 (Southwest U.S.) to follow in obtaining student information from or to release student information to another educational agency, particularly one located in another state within the region. Procedures address five major issues: interstate cooperation between local and state educational agencies, local and state responsibility for child find activities and for an advocacy role for handicapped students in particular, privacy rights of parents and students, due process guarantees for parents and students, and school records policies. Following a list of definitions, Section I guides the user through recommended steps to follow when a school needs to obtain information on a new student. A second section presents the steps to follow when a student leaves a school and school record information needs to be released to receiving school for utilization in preparing an individualized education plan. Following each section is a flow chart showing the primary steps for obtaining or releasing student information. Appendixes contain information and forms relating to such areas as annual notification to parents regarding student records, request for student information, notification of need for parent consent prior to disclosure, and rules and regulations regarding privacy rights of parents and students (Family Educational Rights and Privacy Act of 1974).
