AbstractA survey designed to ascertain how various school-related groups perceive the school responding to nontraditional situations of nationalistic education is described. Administrators, board of education members, parents, teachers, and students indicated what they thought would and should occur in the school in response to 18 nontraditional situations. For example, one question inquires about what action the school would and should take when a teacher refuses to participate in the morning flag salute. The results indicate that students and teachers perceive that the school should be significantly more open and tolerant than parents, administrators, and board of education members. Public school teachers under age 30, nontenured, and with less than four years experience perceive the schools to be significantly less open than teachers over 30 years old with tenure. Since younger educators seldom hold significantly power positions in a school system, their impact on curriculum will be less than that of older educators. Such obstacles may help to explain the difficulties of implementation of new social studies programs which require open and critical inquiry. (Author/DE)
